I reset my password but my account still blocked?

The microsoft account I use is under my husbands email. Do I need my own microsoft account? Using the microsoft account under my husbands email I re-set my email account twice and still get the message that my email is blocked due to someone logging in too many times with the wrong log in information?

I have a hotmail email address. I have repeatedly changed the password and it remains blocked. I have tried resetting it by answering a bunch of questions with a response that I will be receiving an email from microsoft about it, I never receive the email. I would like to be able to access my mail.

I keep getting text messages everyday from microsoft saying that they can't access my account. I've tried everything, don't know what to do.

My account is blocked due to too many sign in attempts. It tells me to change my password to unblock it. The password change is successful. When I attempt to log in it send me a code to verify my identity. When I enter the code it makes me change my password again. The cycle continues. I can't reach anyone by phone because it won't help with login issues over the phone. Please help.

I have also tried all the above. It tells me my new password was successful but then when I go to sign in it still says I am blocked.
