I am also struggling with this. Microsoft indicates elsewhere that at this point "new outlook" doesn't support .pst"
The old-fashioned way to go about this is to get the Microsoft 365 30-day free trial; it includes Classic Desktop Outlook. Use Outlook to move your .PST data into your Outlook.com mailbox and verify it all gets there, then cancel the subscription before the end of the 30-day trial period.
I just retired and I have to move all my information- contacts calendars and e.ails I to an account I new outlook. I don't have the luxury of waiting.
New Outlook will not be a replacement for Classic Desktop Outlook until at least 2029, so there should be no immediate need to change. .PST support is planned, but not yet implemented in Outlook New and there is no set timetable for it.
