I am using New Outlook and no longer have the ability when adding or deleting an attendee from a calendar event to only send to those added or deleted. The "Send" button doesn't have a drop down it send to everyone on the list every time a change is made to the attendee list.

I agree, it is definitely not working that way for me either! I had a meeting invite to around 45 people in my calendar, I added one person and it sent the invite out again to all attendees.
Any updates on timeframes for this please? Had the same issue today when trying to add one recipient to a meeting - this is so frustrating.
We are now into August, and this is still an issue. Agree with others, this is quite embarrassing and annoying. I also agree with others here that we lost so many functionalities with this "New" version of Outlook. This is just one example of something that I have to switch over to the old version to do (if I remember to do this before hitting send on a meeting with many attendees, including high level executives). It just seems like the new version was rolled out way to soon without testing all of the functionalities that we all have been accustomed to in the old version.
Is there a specific version number to watch out for where this feature is finally implemented? As the prompt is shown only after hitting Send it is not something I am going to risk trying until I know it works.
The feature has started rolling out to Targeted Release as explained in the New Outlook updates article, Manage updates in new Outlook for Windows - Microsoft 365 Apps | Microsoft Learn. This means it will be ~30 days before it would get to Standard Release. I have a test account on Targeted Release, but I don't see the feature there yet. If I get any better specifics I will share back.
I tested on the Microsoft tenant, and I see it working there. The way it works is after you add another user to the meeting and click Send it will prompt such as below. It worked correctly for me only sending to the newly added attendees.
