I am using New Outlook and no longer have the ability when adding or deleting an attendee from a calendar event to only send to those added or deleted. The "Send" button doesn't have a drop down it send to everyone on the list every time a change is made to the attendee list.

I agree, it is definitely not working that way for me either! I had a meeting invite to around 45 people in my calendar, I added one person and it sent the invite out again to all attendees.
I am having this issue as well. I just added an attendee to an existing meeting in July and only had the "Send" option. Upon selecting "Send", a meeting invite/notification was sent to all attendees and not just the added attendee. Is this supposed to be fixed? Is the intention to have the option to "Send to All" or "Send to Added/Deleted"? Because that would be best.
Please advise.

it worked for me too just now, but there's no way of knowing it before hitting 'send'. i had to check my sent folder and saw it only went to that person. Would be nice to have the pop up show up so you know who you're sending it to.
For what it's worth, I just tested this with a team of internal colleagues and only those effected by the changes I made received the notification. This held true even with our colleagues who uses Outlook on their Mac.
Thanks for working on this. I am looking forward to the ability to update only the new/added/removed attendees rather than the whole list of attendees. Looking forward to the fix!
