It gives the error "There was a problem connecting to this app". Just doing a quick Google search it looks like a widespread problem. I have a ticket open with MS but no answers yet.
It does work in the Outlook online app.

Reset the Office cache, it should fix the problem:
- Close Outlook
- Rename or Remove these two folders: %LOCALAPPDATA%\Microsoft\Office\16.0\wef %userprofile%\AppData\Local\Microsoft\Outlook\HubAppFileCache
Re-open Outlook and click the "To-Do" shortcut, and it should open without issue.
This fixed a user we had. Thank you for this.
Had the same issue and this worked great for my client, he tried the new version of Outlook which is more OWA based, did not like it and reverted back to the standard desktop version, I am wondering if something did not reset properly and this is what caused his issue.
