It gives the error "There was a problem connecting to this app". Just doing a quick Google search it looks like a widespread problem. I have a ticket open with MS but no answers yet.
It does work in the Outlook online app.

Thank you for the recommendation. Unfortunately, It did not work for me (as well as resetting the Office Cache).
I changed my Outlook display settings to "Optimize for compatibility" and it suddenly started working again. I changed it back to "Optimize for best appearance..." to be sure and received the error message again. Changing the display setting seems to be the fix.
Reset the Office cache, it should fix the problem:
- Close Outlook
- Rename or Remove these two folders: %LOCALAPPDATA%\Microsoft\Office\16.0\wef %userprofile%\AppData\Local\Microsoft\Outlook\HubAppFileCache
Re-open Outlook and click the "To-Do" shortcut, and it should open without issue.
This fixed a user we had. Thank you for this.
This fix was attempted and it did not work for me. On the latest version and build of Version 2307 (Build 16626.20170)
