Using Classic Outlook on Windows for personal email, calendar, and contact management
I have the same issue. Exactly as above
When they would create a meeting a webpage for
https://outlook.office.com/opx/\*\*user\_email\_address\*\*/roompanel/?hostApp=outlookdesktop&culture=en-US would attempt to open and because their account has Outlook on the Web disabled the page would get stuck and never resolve.
I see the first post on this is in August, now it's November and all Microsoft said was According to my test result, create new meeting in Outlook won't open browser. Your scenario shouldn't be an expected behavior based on my experience.
