Based on your description, I know your requirement. In fact, new outlook for mac does not have contact lists now. So the icon is greyed out. You can get more detailed information from New outlook for mac.

Microsoft is updating their products based on customers' need, believe this feature will be available soon. Please be patient to wait for some time. If you want to use this feature now, you can change back to the old outlook as the document said at any time. Your understanding and patience are highly appreciated.

    I'm using that same version and "contact list" is still grayed out on the file menu

    Tried this. Didn't work for me. Besides, 2 years after release, we shouldn't still be awaiting this feature in the new version.

    I've been using the new version for 2 years now, and I don't think Microsoft is going to fix this issue. My suggestion is to find a workaround. Since I don't need multiple groups, I created an "Email Template" on my desktop and added the individuals into the template. Now, when I want to send them an email, I just open that specific email template that is prepopulated with the email addresses.
