Based on your description, I know your requirement. In fact, new outlook for mac does not have contact lists now. So the icon is greyed out. You can get more detailed information from New outlook for mac.

Microsoft is updating their products based on customers' need, believe this feature will be available soon. Please be patient to wait for some time. If you want to use this feature now, you can change back to the old outlook as the document said at any time. Your understanding and patience are highly appreciated.

    I found a work-around solution.

    Open Outlook On-line (https://outlook.live.com).  Add or modify groups there. Send group emails from that address.

    Use New Outlook on computer (not on-line) for non-group emails.

    When is contact list feature coming available?

    Personally I find it incredulous that it wasn't a feature of the original build - but then Microsoft know better than their customers!

    I see this issue was first addressed in March of 2022. It's now October 2023 - guess you missed the "later this year" goal by a long shot. Just how long is this going to take? Getting rid of distribution list capability had got to be the most thoughtless move in the history of Outlook.
