Based on your description, I know your requirement. In fact, new outlook for mac does not have contact lists now. So the icon is greyed out. You can get more detailed information from New outlook for mac.

Microsoft is updating their products based on customers' need, believe this feature will be available soon. Please be patient to wait for some time. If you want to use this feature now, you can change back to the old outlook as the document said at any time. Your understanding and patience are highly appreciated.

    Katherine Yu MSFT responded on 3/24/22 saying that Contact Lists would be coming soon. It is now 8/18/23 and the feature is still missing. It doesn't seem reasonable that a known problem hasn't been solved in 17 months!

    When can we expect Contact Lists in New Outlook for Mac?

    "Contact lists" are still not available, but "later this year" already past. Was there any change of plans? Do we know when "Contact lists" will be available?

    On 31 August 2023, we can only use the Contact List in Outlook for Mac by reverting to the legacy version.

    1. Outlook-->Uncheck New Outlook
    2. Outlook-->Settings--General-->Unhide Hide On my Computer folders
    3. File-->New-->Contact List

    You can now create your contact lists, and then hide the "On My Computer" folders if you wish. Note that the moment you go back to New Outlook, you will not have access to the contact lists you have created.

    Why did Microsoft kill a feature that already works? This is not what innovation and customer-centricity are all about.
