Based on your description, I know your requirement. In fact, new outlook for mac does not have contact lists now. So the icon is greyed out. You can get more detailed information from New outlook for mac.

Microsoft is updating their products based on customers' need, believe this feature will be available soon. Please be patient to wait for some time. If you want to use this feature now, you can change back to the old outlook as the document said at any time. Your understanding and patience are highly appreciated.

    I don’t have the option to go back to 2019, nor should I have to!

    If you are using Outlook 2019 there is a switch to go back to the original, or classic Outlook for Mac. It should be in the pull down from the HELP menu I believe.

    I am not using Outlook 2019. My university controls the versions we use.

    Microsoft do not like people who use a Mac, as it means we haven't purchased their operating system, so as usual, they will leave us waiting.

    This is hardly a feature that needs any programming. This has been done purely to anger mac users.
