Based on your description, I know your requirement. In fact, new outlook for mac does not have contact lists now. So the icon is greyed out. You can get more detailed information from New outlook for mac.

Microsoft is updating their products based on customers' need, believe this feature will be available soon. Please be patient to wait for some time. If you want to use this feature now, you can change back to the old outlook as the document said at any time. Your understanding and patience are highly appreciated.

    I was updated to this version without contact lists. This is awful. The "Hide" checkbox is not checked and yet I cannot create a contact list.

    I think we can safely assume these features will never be turned back on. They are there, and my guess is that the app has them hidden. MS could turn them on since every forum or other all have the same complaints about the missing, not missing but crippled features. As long as my legacy version is still there I am sticking with it, but every few updates there is a little message that says that the next restart of Outlook will automatically switch me over to the new version. I have to then go and click the button to force it back to the legacy version. I also think they are all the same app, just different objects are accessed in the code. I have started to mess with EM Client that looks and acts very similar to legacy Outlook, just in case I need to make the switch.
