Based on your description, I know your requirement. In fact, new outlook for mac does not have contact lists now. So the icon is greyed out. You can get more detailed information from New outlook for mac.

Microsoft is updating their products based on customers' need, believe this feature will be available soon. Please be patient to wait for some time. If you want to use this feature now, you can change back to the old outlook as the document said at any time. Your understanding and patience are highly appreciated.

    So Microsoft makes us use new Outlook in the desktop version, but all the features aren't there yet? So typical never thinking of the users.

    There is a way to make a contact list by using the web version of Outlook, however. Annoying to have to do it that way, but at least it is a work around. Get it together Microsoft, geez!

    Hello,

    "Coming Soon" is not precise. When can we expect this to be returned to the production build of Office for Mac OS? Contact Lists were a commonly used feature in our end-user community. These missing features (most notably the Contact List option) make this version of Office for Mac OS less productive.
