Based on your description, I know your requirement. In fact, new outlook for mac does not have contact lists now. So the icon is greyed out. You can get more detailed information from New outlook for mac.

Microsoft is updating their products based on customers' need, believe this feature will be available soon. Please be patient to wait for some time. If you want to use this feature now, you can change back to the old outlook as the document said at any time. Your understanding and patience are highly appreciated.

    I found the resolution to this issue: https://kb.salisbury.edu/display/TSC/How+to+Enable+Contact+Lists+using+Office365+Outlook+on+a+Mac

    Go to Outlook preferences, select General Tab, Uncheck "Hide on my computer folders"

    Close dialog box

    Click People Icon located on lower left pane of Outlook

    The New Contact List option is no longer greyed out and is available for use.

    There is no such checkbox in the latest version of Outlook for Mac, At least not on my version (16.67). I've subscribed to Microsoft 365 since the day it was launched. I appreciate MS porting their suite to the Apple environment (especially iPhone and iPad). But this is unacceptable. For anyone from MS reading this, you should know that Apple Mail apps (OS X and iOS) routinely fail to add new accounts with an "unable to verify account" error. I'm using Outlook which is, shall we say, more forgiving. What's worse is that my ISP counts the unable to verify error as a failed login attempt. I've had to have them reset the counter twice so far. I would like to use Outlook more, but not having a contacts list is unacceptable.

    Was wondering the same thing! Seems unlikely to be released in the near future unless someone has any insight to these updates? Why basic features were not included in the new release for Macs boggles my mind.

    That you for your explanation, it was indeed very helpful. However, this was written in early 2022, we are now in November and the New Outlook not been updated for Mac users. Will the update ever happen? Will Mac users ever be able to enjoy the benefits of using the "New Outlook"?

    Libre Office, Thunderbird, etc. have features that are missing from the full cost version of Outlook.

    I think it's safe to say that Office for Mac is 100% not a commercial product and with key features like this missing, we will no longer be recommending this to our customers.
