Not feeling the love here. Sydney Australia.
Chrome, did have scroll back for a minute, but then drops off again. Refresh page does not help. Exactly the same on Edge. It is intermittent but still unusable.

... and fingers crossed but ... 'Hallelujah' ... It looks like the Contacts Scroll Bar is back and working through OWA via Chrome.
I think your update says a refresh of page on solve the problem for foxfire and chrome. I am still having the problem with Edge.
Agreed. This is a web application that works in a browser. The OS almost definitely does not play a role. Browsers could be an issue, but this is likely just a screw up of accidentally hiding or moving something they shouldn't have.
