Using Classic Outlook on Windows for personal email, calendar, and contact management

Regarding your issue, would like to confirm does you are the only user who is not able to receive email from that specific sender domain or does other users (your colleagues) also facing the same issue?
Besides this, as you mention that you checked blocked senders list and that domain is not added in block list, so to check this issue from our end, we have to analysis entire bounce back message and message trace report. So request you to kindly provide this details via Private Message only.
- For bounce back message, kindly contact affected sender by any other contact method and collect entire bounce back message as an attachment.
- For message trace report, admin permission required, so if you have admin permission, kindly follow this article Message trace in the modern Exchange admin center and provide us entire message trace result’s screenshot. If you don’t have admin permission, kindly contact your Microsoft365 global admin to run this report. Once you collect details, kindly provide us. So we can check from our side and assist you.
If other users in your organization are also not able to receive email from that specific sender domain, then we suggest you to kindly check this domain is not added in block list from Microsoft 365 Defender portal side. To check this, again login with Microsoft365 global admin account to https://security.microsoft.com, go to Policies & rules > Threat Policies > Tenant Allow/Block Lists in the Rules section. For your reference, you can also check Allow/Block List.
