If issue still persist, try the below methods see if they can help:

Method 1. To narrow down if the issue is related to the add-ins, please Open Outlook in safe mode - Microsoft Support

We have an organization that has been using online mode for years (Citrix) without issue and since last patch Tuesday everyone in the organization is experiencing this issue. When you look at the Outlook connection manager at least one mailbox will have a very high "AvgResponse" such as 2000ms. It also changes which mailbox is the one experiencing the connection issues and shows the high latency. Outlook will go Not Responding even if you are not interacting with it and then the above notification will display. I would say that on average Outlook locks up for 30 seconds, multiple times per day.
