Does Outlook have to be open to send when you have requested a delayed email? i.e for times when I am on holiday for instance

I have recently switched to the New Outlook format and I'm trying to reestablish a 3 min delay on all emails I send.
The Rules tab does not allow for the same settings to be establish as available in classic format.
Is there a way to establish a delay in the new app?

Please consider this a priority as this feature is a deal breaker for me, along with number of other people who use it.

While scheduling an e-mail might represent a valid solution for circumstantiates use cases, the main reason why myself and I guess the majority of people is looking for delaying all the e-mails, lies in preventing accidental sending by typing unwanted keystrokes or eventually give us additional time to change the content at the very last minute right after the send happen. Especially in the first use case, it's essential to have such a feature to avoid unnecessary headaches.
Has anyone found an answer to this other than the insane suggestion from Microsoft? I thought it might work on the website for outlook but due to heavy restrictions on my companies' work computer, I cannot use outlook.com, I can only use the app. Would love to be able to delay, even a few seconds, after sending an email.
