Using Classic Outlook on Windows for personal email, calendar, and contact management
That looks like a Classic Outlook setting. We're talking about having this in New Outlook where the rules are set up differently.

I have recently switched to the New Outlook format and I'm trying to reestablish a 3 min delay on all emails I send.
The Rules tab does not allow for the same settings to be establish as available in classic format.
Is there a way to establish a delay in the new app?

I finally got it to work!
Create New Rule:
Apply this rule after I send the message
On this computer only
Defer delivery by _______ minutes
Is there a timeline for when a universal send delay rule options will be integrated? This has been an integral feature in saving me from myself... I'm sure I'm not alone. I'd prefer not to need to switch back to the old outlook for this one feature, but will if its unavoidable.
As Jason McCulloch pointed out, there is a (limited) function in Settings -> Mail -> Compose and Reply called "Undo Send" that allows you to cancel sending a message for 10 seconds while Outlook holds it in the Outbox. Not the full functionality, but it will prevent most accidental sends.
Same as the other users. I want to switch to the new Outlook, but the rule for delaying messages has disappeared.
It is a critical feature to enable delayed send on all e-mails. It has saved me countless times..
Please bring it back!
