Where can I find the below setting when I'm in the "New Outlook" mode:
If you prefer, you can disable dark mode so that the message window is always white when using the black theme. The icons to switch dark mode on or off are disabled when you disable dark mode.

I sympathise with others posting in this thread as I find this issue frustrating as well. The 'New Outlook' has lost many features that were available in the original Outlook application which makes it feel like an incomplete/rushed solution.
To add further frustration, it is possible in 'New Outlook' to use the dark theme and have a light background when composing a message by using the below 'toggle' button but I do not want to do this EVERY I write a new email. It also doesn't work when reading emails.
Can Microsoft please make this toggle a default option in the settings for 'New Outlook' for all emails?
That is an image. It will remain the same regardless of your background settings. To access the full settings page, select the Gear icon to the left of the Lightbulb icon at the very top of the page.
Something must have changed because up until yesterday newsletters and other types of content always were dark. Those newsletters aren't images. Also, now in my message pane the colors have changed since yesterday including the links, which are now a different color and hard to read. I didn't change any settings so I am wondering if something changed in Outlook and if there is a place I can change the link colors and text colors. I don't see anything that says 'File' and 'Options' so those selections are hidden from view. I've looked everywhere in my email settings there is no way to change any of that stuff that I can see.
