Where can I find the below setting when I'm in the "New Outlook" mode:
If you prefer, you can disable dark mode so that the message window is always white when using the black theme. The icons to switch dark mode on or off are disabled when you disable dark mode.

Adding in my voice as well. I usually always upgrade to the newest versions, but I can't stand New Outlook because it lacks this feature. I want to keep Dark Mode on because it's gentler on my eyes while reading, but keeping the message background color is important for typing/drafting. Now the entire application is far too dark (I notice they also switched the standard dark gray color to almost completely black).
Joining the crowd calling for this feature.
The New Outlook is, for me, unusable until the Dark Mode with white message background becomes available (I have been using this for years in the old Outlook).
Chiming in here as well as I can't seem to to find the dark gray theme I always use? Surely there is an accessibility issue here? As you can see, the top is a grey theme, however when you try to swap it over to a different "theme", it only changes the office background and not the "mode". We need a light, dark gray, and dark mode. Team Dark Gray all the way! Light and dark are too stark!
Hi, are you sure this is correct for New Outlook?
There no 'FILE' menu
In the Settings > General menu there's an Appearance menu but it's empty
