Where can I find the below setting when I'm in the "New Outlook" mode:
If you prefer, you can disable dark mode so that the message window is always white when using the black theme. The icons to switch dark mode on or off are disabled when you disable dark mode.

i think there is no button to keep the message background light mode. it's feels like a step backwards.
Please bring back the functionality for when in Dark Mode, keep message pain white.
+1 for restoring the "Never change the message background color" in New version of Outlook. This sort of feature should not be abandoned by a software upgrade. While my eyes appreciate dark mode in most apps, I need the reading pane of email to remain white. This was a simple checkbox next to the theme in previous version of Outlook. The new version lets you change reading pane background one message at a time, but the selection does not stick. I'd be fine with the option as-is if it stayed in desired state until clicked again.
