Is this email from "Microsoft Outlook.com" legitimate?

On June 22 I received an email from "Microsoft Outlook.com", specifically: "Admin Desk • ******@live.ca" stating: "We are closing all old versions of our Mailbox as from June 23rd, Please follow the attached below to update .
Before upgrading your account, please ensure that your password is correct.
Failure to verify your account with the Microsoft Update Attached File."

Please tell me if this is legitimate?! Thank you.

    Of course. I do not "log in" to my email when I get an email or write an email. It is always open on my phone. Is this safe?
