Is this email from "Microsoft Outlook.com" legitimate?

On June 22 I received an email from "Microsoft Outlook.com", specifically: "Admin Desk • ******@live.ca" stating: "We are closing all old versions of our Mailbox as from June 23rd, Please follow the attached below to update .
Before upgrading your account, please ensure that your password is correct.
Failure to verify your account with the Microsoft Update Attached File."

Please tell me if this is legitimate?! Thank you.

    I was very expensively scammed and the scammer also got into myYahooo email and added filters to make all the related messages regarding the theft to go into my Trash folder so the scam was hidden until it was too late to do any good.

    Allegedly I sent nearly 7k dollars to "******@outlook.com" That was my entire account amount. It is gone.

    The source of this fraud began with a no-reply message from ******@integritycleanroom.co.uk

    **If anyone could help me know who or what ******@outlook.com and/or ****@integritycleanroom.co.uk are, I would be very grateful. Thanks...
