On my computer, the answer is yes. I am running Windows 11. In my list of apps, I have two listings for Outlook. One says "Outlook" and the other says "Outlook (new)" The one that just says "Outlook" is the older version and that's what I use.
"Correct, the wheel scrolls the view but won't move you to the next month.
New Outlook is built using Outlook on the web scripts and that is how it works in Outlook on the web."
This is a horrible answer to a horrible lack of consideration to Outlook users everywhere. So, basic mouse scrolling on a calendar is really a difficult and unreasonable ask of Microsoft?! You have got to be kidding me!

It's not like we are asking for Microsoft to add something new. This is a feature that has been there for years.
Now here is something new. I posted to a previous response that you could still use the older version. Now my older version won't work. As soon as it loads, it quits. If you try to reload, it asks if you want to start in "safe" mode. If you say yes, it will start in safe mode, but if you close it and restart it in normal mode, it quits again. I wonder if MS has don something to disable the old version to force the use of the new one.
I have started using a Mac and let me tell you, their Calendar (and email) suite is amazing. Exactly what I want in Mail and Calendar. Yes, vertical sticky scrolling in the month view, search, rules, copy paste events, full search without restrictions. Color coding, reminders, custom reminders... I can go on, but it's amazing. It is also free, comes with every Mac, no stupid subscription required. Best part is they have never discontinued it for a "new" version for as many decades as Apple has been around. They just build into the software with new features every year without taking away features and starting from bare bones scratch. It's a super polished piece of software.
