I am using Outlook for Microsoft 365
MSO (Version 2410 Build 16.0.18129.20100) 64 bit
Everything works great. Address book and message rules all working fine.

I finally reached a live person today and, after a long ordeal of sharing my screen with them, was told the reason I don't have access to 'Create Rules' is that the company's domain name is not registered with Microsoft.
Well .. that's just ****, because rules work fine in the old version of Outlook, but not in the new one.
No.. it doesn't
No rules UNLESS you are using a MS account (e.g. @outlook.com)
So you can't have rules on (for example) ones gmail account.
The option is just not there.
Its been taken away (because it IS there in the old Outlook)
