Using older versions of Outlook for Mac in business environments
I have the same issue - Outlook for MAC and aol. ugh..
After update to 16.73 Outlook for Mac, Yahoo mail keeps re-syncing and reloading. Changes made in Outlook AND Yahoo are not syncing.

Prior to this update, I had no issue with Outlook for Mac and Yahoo. I just updated to 16.73 (23051401). After updating, I had many problems with the Yahoo mail from within Outlook. It worked for the first 15 minutes, then got login errors and IMAP errors. I deleted the Yahoo account from Outlook and then quit. I then went back to Yahoo and got a new app password. I restarted Outlook and added the new app password obtained from Yahoo. It worked for the first 15 minutes then started to suddenly empty out all emails in all folders. Then the emails would eventually re-sync and reload from Yahoo. This now happens constantly. I tried the same uninstall reinstall process again, and nothing changed. Now also changes I make within Yahoo via my browser are not reflected in Outlook and changes made to Yahoo mail within Outlook are not saved when the emails clear, res-sync and reload, and they are not reflected in Yahoo online either. It's stuck in a loop. New emails DO ARRIVE and get added to the loop. Also there is a constant attempt to recreate the basic Yahoo folders: Drafts, Archive, Junk, Bulk. I get error messages saying can't be installed because they already exist - which they do! Why is it trying to reinstall them as if it is a new connection with Yahoo?
My setup is the following using OUTLOOK for MAC - BUT NOT NEW OUTLOOK. New Outlook does not support all the folders I have created over the years for organization and am unwilling to lose. I have a 16 inch MBPro M1 Max chip. Running Monterey 12.6.5.
AS a side note, I have for the past year or more had problems where white-listing emails does not work. Outlook is putting emails of people I email with regularly into SPAM. I whitelisted many of them, but Outlook is ignoring the classification and still putting those emails into SPAM.

2023-05-27T20:13:13+00:00 Here's a new twist I just noticed. In one of my Outlook folders, I edited each email, putting "All done" in the subject line as I completed all the tasks in the emails. As I was preparing to make the same edit to the most recent email in that folder, I noticed that edits I'd made to the subject lines in all the previous emails had disappeared. I looked at the same folder in my Yahoo account, and it doesn't show the "All dones" either. (I assume changes I make to Outlook emails get applied to the identical Yahoo emails during syncs, but I've never actually checked into that.)
So ... it appears that something else could be going on with email subject lines as all our emails disappear and reappear in our Outlook folders.

2023-05-30T14:27:14+00:00 There is no syncing going on between Outlook and Yahoo. I usually sort many of my Yahoo emails into folders in my Outlook which should essentially download the mail and remove it from the server. I delete others that I have chosen not to keep. This is not working as it should. Mail I have sorted and /or deleted, just reappears the next time Outlook clears my Yahoo email and then reloads it. If you want a permanent change to your Yahoo Mail, you have to sort or remove it on the Yahoo email site or through the pathetic Yahoo app. Changes done on my phone or iPad are permanent though... because Outlook is not involved.

2023-05-30T15:52:40+00:00 Having exactly the same issues going on with all the latest updates to system and Outlook for Mac software although running the "classic" and not the "new" version of Outlook. Yahoo connection is clearly unstable but they are unlikely to have the resources or the ability to make a quick fix. As this seems not to be an issue on other email clients it does point to a Microsoft issue almost by definition.
Microsoft - perhaps you can ask ChatGPT how to fix this?

2023-05-30T16:57:06+00:00 I took a few days off while moving to our new home, but of course I am not surprised in the slightest that this hasn't been resolved, sigh. I am still just thinking that Microsoft fouled up greatly with the Outlook for Mac updates because, I don't know about any of you, I can't even resize windows on Outlook properly now. I really, really hope that this gets fixed ASAHP!
