I can't believe I have to ask something so dumb but how to I make Outlook ask me every time where to save the email attachments that I am downloading instead of automatically putting them in the Downloads folder?

I too started using the "New Outlook" and found the absence of a download location option a glaring oversite. I thought I had found a workaround, which was to click on the attachment, then, in the preview window, right-click and choose "Save As". I was like, YES!, but sadly, clicking Save As does ABSOLUTELY NOTHING. Ugh!
This is a huge oversight on the new Outlook version. I can only save attachments to OneDrive default folder or Downloads folder. I need to be able to Save As to any directory to organize attachments sent to me. This is silly.
Also, I can't add image borders/effects to all my emailed snips any more, only can send basic images.

I was also having that issue with the new Outlook and found that following the instructions earlier in this string was useless. I did find that if you use Outlook in Chrome or whatever browser you use, you can save the attachment to the folder you choose.
Open Outlook in a browser, not the desktop app.
Click the message with the attachment.
Click the dropdown arrow to the right of the attachment.
Select preview.
Right-click download at the top of the preview pane.
Select "save as," then choose your folder.
This worked for me and I hope it works for you. I don't like that I have to use it in a browser, but it saves me the extra steps and the frustration.

Agreed, only workaround I found for desktop version is to open side by side windows of Outlook and Windows Explorer. Then you'd have to drag and drop from the email to the desired file location. I've always wished that Outlook would let us save a little more like Chrome - Save As to a location and then have the option to open with system viewer from the location you just saved to. If you click on the files from the e-mail it only lets you view from the temporary file location and you have to Save As again if you modify.
Yeah, I tried every solution I could think of before posting something here. It's just not possible. I have 3 different Outlook versions and I use all three of them for separate functions because they don't all do the same thing. It's really dumb.
