Using Classic Outlook on Windows for personal email, calendar, and contact management

Based on your description, you want to know how to set Outlook to ask you every time where to save the email attachments when you are downloading instead of automatically putting them in the Downloads folder.
As you chose Outlook for Windows for the product category, I suppose that you are asking about the feature on Outlook desktop app for Windows, and I did some test:
In the Email, right click the attachment or just click the down arrow, choose Save As. Then in the window popped up, you can browse the folder in which you want to save the attachment. You can see in the screenshot below, I chose Desktop folder to save it.
