I can't believe I have to ask something so dumb but how to I make Outlook ask me every time where to save the email attachments that I am downloading instead of automatically putting them in the Downloads folder?

Well, same here. Now that I'm forced to switch to this new wonderful Outlook with terrible design and features missing - but new beautiful ads... - I guess it's time to wake up the good old Thunderbird. 👌

The core idea is fine, but also allowing the user to say the last word should always be an option, so that's OK with setting some default behaviors and leading us to use things the way they believe it should be used, but leave room for customization too!
And also, if this was the reason, then why are all my attachments downloaded automatically to my local PC "Downloads" folder and not to a dedicated OneDrive folder?
The core idea of Microsoft here likely is that everyone uses OneDrive to back up their devices anyway (which is a preferred way to use OneDrive instead of the early 2000s method of using it as a separate storage). Everything in OneDrive is "mirrored to your own Windows PCs". The "new OneDrive" on Windows 11 devices also almost seems like a "SharePoint App" rather than the old OneDrive.
It could end up being also a new security measure so that "no attachments ever harm your device" and so forth. This is on the Business/Enterprise side at least. On Personal side, I'd rather not use a local App at all.
I just toggled off the 'try new outlook' due to this issue and was asked for feedback. Said what the problem was and selected option to receive possible solution before submitting. The responses were that it's not possible to change the download location for attachments at the moment on the new outlook. They auto save to your device downloads. They are considering updating this, so anyone else who finds this an annoying and time consuming change send in your feedback and hopefully they'll get it updated before we don't have the option to use the older version
