There is sparse documentation about this but if from New Outlook you select 'help', 'help' and search for 'Recall' you get
We're sorry, but New Outlook for Windows does not support recalling a sent message in the way that traditional Outlook for Windows does.
And then info on how to use Undo Send.

Yeah, as others have pointed out, Undo Send is different from Recall a Message. The latter option is not supported in the new Outlook (yet).

Hi Microsoft Team,
Similar to other users, I also agree that undo is not same as recall option. Recall is mandatory functionality that needs to be retained in the new outlook version. Recall will also notify the sender whether the message has been recalled or not based on receiver's read status. Kindly enable recall functionality to the new outlook version otherwise upgrading without previous version features is of no use.
