It’s a microcosm of the times! “Lets change the way things look and tout it, so they think that we’re actually making ‘improvements’, but because we’re lazy, we’ll actually be taking away functions cause we’re not applying the old functionality to the new layout. But, we’ll make all these tool-tips pop up (even if they turn off tool-tips) to make them think they’re getting something great, like all the new emojis we’ve added”. Emojis in business apps – there’s another indicator we’re not growing up. I am going to make a prediction: In a very near future release of some Mushysoft product, there will be a popup that comes up that you can click on to leave a tip – they’ll probably even make it look like a tip jar! This sarcasm would be funny if it weren’t so likely – now it’s just depressing.

For anyone else looking, the To Do is (at least as of now) in the New Outlook view. In the upper right area near the close/minimize/maximize buttosn there's a calendar and checkmark icon next to the notification bell. Hit that and it opens a calendar/to do pane.
