This is conceivable. I've been using Apple and iCloud for the last 15 years. For some time I wanted to check how to work on WIN 11. For mail and contacts, I chose Outlook in 365.
Something bad happened in the contact database and I had to delete them all to upload new ones. I had almost 3000 of them and now attention:
To do this, you need to delete them with 10 pcs. !
Then, to delete them from the deleted folder, you need to delete with 50 pcs.
It is unlikely that it lacks such basic features that have been present for a long time in google and iCloud.
Can anyone answer the question why this is so?

Welcome to Microsoft Community.
If you need to delete a large number of contacts, you can click on one of them in Outlook, press Ctrl + A at the same time on your keyboard to select all of the contacts, and then delete them all at once.
To delete all the items from the Deleted Items folder, you can empty the folder in Outlook.
If you can't select all the contacts or empty the Deleted Items folder, please let me know, and I'll keep working on this issue.
