I have more simple solution. I created Python program that deleted all outlook.com contacts:

I understand how you feel and the frustrations when you accidentally synced your iPhone Contacts to your personal Outlook.com contacts. According to this situation, the only way to clear up your personal Outlook.com contacts is By Select 10 contacts at one time and delete them, and repeat this process until you finally clear up all the contacts.

Given the expectations as below:

• I want to delete all my entire Outlook.com contacts
• I wish my every 1 second can delete 1 contact in my Outlook.com contacts
• I do not want spend my entire time / lifes / days to manually delete the contacts 10 by 10

Here is the solution ideas:

1. Go to make.powerautomate.com
2. Sign in with your Outlook.com email
3. Click "+ Create"
4. Click "Schedule cloud flow"
5. Follow the settings as below screenshots: - Please ensure a one minute gap before the actual starting time. Flow name can be any :)
   
6. Click "Create"
7. Under Recurrence, click "Show Advanced Options"
8. Select your timezone
9. Click "+ Add new step"
10. Search & Select "Outlook.com"
11. Search & Select "Get Contacts"
12. Under Get Contacts action, click "Show Advanced Options"
13. Put "10" as your Top Count
14. Click "+ Add new step"
15. Search & Select "Outlook.com"
16. Search & Select "Delete Contact"
17. Select "Contacts" as your Folder Id
18. Under "**Id" ,**click any blank area and open Dynamic content menu, Search & Select "Id"
19. Once you done, click "Save"
20. You can test your flow if is working with "Test > Manually"
21. When your flow ran successfully, continue your work or give yourself a rest. Let the Power Automate take over the rest.

Expected Outcome as below:

1. I have 4000 contacts to be deleted
2. 1 second can delete 1 contact
3. Total time required = 4000 seconds
4. 4000 seconds = 1.1 days

In summary, once you set up this flow, the next day you will see all your Outlook contacts has clear up.

Note: Once you checked all your contacts had deleted, kindly please Turn Off the flow.

Lastly, above solution is applicable for Outlook 365.

After unsuccessful attempts to delete 1000+ contacts from my Hotmail account I created Python script that removes all contacts from your hotmail.com/outlook.com account

I used Basic authentication (still supported by Hotmail) but you can change it to OAUTH2 if your server requires it.

This python3 program removes all contacts at ones.

1. Install python3
2. Install exchangelib: pip install exchangelib
3. This program uses Basic Authentication (not OAUTH2) that still (as of Sept 1 2023) supported by Microsoft for outlook.com/hotmail.com The code uses MS Exchange server m.hotmail.com but you can modify the code to use any of the following URLs as of September 1 2023:

m.outlook.com

outlook.office365.com

eas.outlook.com

s.outlook.com

In the code, set your hotmail.com/outlook.com credentials in

ACCOUNT_USERNAME_AND_EMAIL

and

ACCOUNT_PASSWORD

1. 2FA supported! If you use 2FA, generate application password and set its value to ACCOUNT_PASSWORD
2. You must use modern OS that supports TLS 1.2. TLS 1.1 and below is not supported anymore by the corresponding Exchange servers

1. Use this program on your own risk. It may contain bugs that can cause data loss, email loss, contacts loss, Microsoft/hotmail.com/outlook.com and any other account suspension, account deletion, permanent ban by Microsoft and other unexpected consequences. USE THIS PROGRAM ON YOUR OWN RISK!!!

1. This program may not work if your account registered using non-Microsoft email address. Add Microsoft email address *@outlook.com) to your account, make it Default Alias and use this email with this program.
2. Run this program as python3 deleteHotmailOutlookContacts.py
3. On UI https://outlook.live.com/people/0/?actSwt=true turn ON New Contacts option. The program will work without this option too but you will not see if some contacts are stuck and not deleted
4. You may need to run this program few times before al contacts are deleted. Wait 3-5 mins before second and additional runs. You may need to remove a few remaining contacts manually.

I'm dealing with the exact same problem. It's unbelievable that such a feature missing in Outlook.com in 2023. It's been six months since OP posted this question and Microsoft did nothing.

doesn't work.. i don't see my outlook.com contacts from the outlook pc client.

seems like a feature MS put in on purpose.. its no wonder people don't want to use it as their main contacts list.

i'm sticking to Google.. and i'm going to delete 10 at a time, even if it takes me forever to delete 2,500 contacts.

big regret syncing over my Google contacts to outlook.com
