This is conceivable. I've been using Apple and iCloud for the last 15 years. For some time I wanted to check how to work on WIN 11. For mail and contacts, I chose Outlook in 365.
Something bad happened in the contact database and I had to delete them all to upload new ones. I had almost 3000 of them and now attention:
To do this, you need to delete them with 10 pcs. !
Then, to delete them from the deleted folder, you need to delete with 50 pcs.
It is unlikely that it lacks such basic features that have been present for a long time in google and iCloud.
Can anyone answer the question why this is so?

I need to delete ALL 6000 contacts.
it’s a mess. how can i do that in outlook
It's an erratic behavior. I did a sync with smartphone and all my contacts was copied to outlook. So I decided to unsync, and voilá. Let's remove 400+ contacts, but how? LOL, it seems microsoft dev team didn't test this scenario.
The 'delete' button (don't know the exact name in english) was disabling even in some tries with a few contacts selected.
I suffered but managed to remove them all and I swear I will never use this product again. Good luck to Microsoft! 👋
Malwarebytes reports that the links likely contain a Trojan.
I tried nfhartmanns method, but it did not work for me.
What I did find, was that I could now select 50 email at a time for deletion. This seems to be enough for my purposes. Probably will take three tranches.
I have just wasted a lot of time checking all my obsolete or duplicate email contacts. Now I cannot delete them! Ridiculous. My solution: Forget about Outlook Mail and go back to Thunderbird and/or Gmail.
