'File' and other toolbars in new Outlook 2023

Please advise where I can find File and other toolbars such as Insert, Reference, etc in Outlook?. Currently I'm only seeing Home, View and Help toolbars.

    Unfortunately, not everyone has that option. I'm a Mac person at home, but at work it's all Microsoft. I've simply switched back to the old Outlook interface, which has the tools one needs to have it be an actual functional piece of software.

    My issue is that I cannot fathom why MS developers think they need to remove functions that are obviously needful to those who use the program for work purposes. It seems logical to assume that if we wanted the web version of Outlook, we'd use the web version of Outlook. The number of people who use the desktop version instead should be a clue.

    That means you have either Outlook on the Web (OWA) using a web browser, or Outlook New, neither have a FIle tab.

    so without a "File" tab or way to add "Developer" to ribbon, how do Admins disable add-ins for new Outlook ? Why would this <...> be released before everything is worked out ?!?! Frustrating
