Using Classic Outlook on Windows for personal email, calendar, and contact management
What a real piece of garebage this new outlook. about 5 extra clicks for everything you want to do. Pure status quo **** garbage.

Please advise where I can find File and other toolbars such as Insert, Reference, etc in Outlook?. Currently I'm only seeing Home, View and Help toolbars.

The new Outlook is basically Outlook on the web in an app framework so you need to use the Outlook on the web method (this is why the steps for the New Outlook appear to be for Outlook on the web) - with the message open (in reading pane or new window) click the 3 dots to the right of the row of buttons in the header area. Click View > View message details.
