I have the same issue. So, I will be attentive to fix this bit problem with my Hotmail´s account.

If you are a Microsoft personal account user and have either Teams and Outlook apps installed (and Contact sync enabled in both) or the Phone Link installed, you might observe duplicate contacts in Outlook due to a recent issue with contact synchronization. You can use the below workaround to remove the device synced contacts and all the duplicates created by this issue.
How to Delete Device Contacts Sub-Folder1. Go to Teams App on your mobile device (iOS or Android).1.
