Just to add: Anytime there is an Outlook software update, Outlook opens in the "new Outlook" format.

If a user changes it back to the "Legacy" format, a survey from MS pops up listing possible options why the user chose Legacy . "Local files" has been one of the options a user could select. However, I just did an upgrade yesterday and "Local Files" is no longer one of the listed options. It is surprising that MS seems unwilling to confirm the status of availability of Local Files in the new Outlook. Has MS given up on adding "Local Files" to the new Outlook?

Yes, you can always purchase it as part of a Microsoft 365 SKU or as a standalone product:

I tried installing Microsoft Free 365 Trial and was promptly informed that the free trial is only for new customers. So that didn't help unfortunately. is there any way to obtain a version of Outlook that will import a .PST?

Outlook (new), Version 1.2023.1101.300, does not yet support .PST files, it is a work in progress.

Things to know about the new Outlook for Windows

You can download and install the Microsoft 365 Free Trial and use it to import the .PST file, but you will need an IMAP, Outlook.com/Hotmail/Live mail, or Exchange Server account to import the .PST file into because Outlook (New) does not yet support either POP accounts or the .PST files they create.
