When your in an email, there are usually up and down arrows top right on the page, allowing me to scroll to the next/previous email...
They aren't there today, is this a glitch or have Microsoft once again updated the look of Outlook and removed a REALLY useful feature???

Interestingly, mine haven't disappeared this time (yet).
I realize it's not optimal, but the "previous" and "next" buttons act exactly as the arrows did in the ribbon. It's not as if you can't navigate from one message to the next from within a message.

People are referring to the web version (outlook.live.com), not the application.
There are no "Previous" or "Next" buttons in the new ribbon, working from my laptop....
