When your in an email, there are usually up and down arrows top right on the page, allowing me to scroll to the next/previous email...
They aren't there today, is this a glitch or have Microsoft once again updated the look of Outlook and removed a REALLY useful feature???

The up/down arrows are in the ad pane. If you remove an ad blocker, the arrows reappear.
Not for me. I've got the arrows back even with my adblocker turned on.

I never had an ad blocker but still lost the arrows. back now. (Shh - don't tempt fate!)
