In my Outlook (updated Office 365 ClickToRun with Exchange On-line) there are newer ribbon groups I don't have any use for.
New groups (OneNote, 1-click actions, My templates and Add-In) are in the Home- and Message-ribbons.
I've edited the ribbons but as soon I edit f.i. the Home ribbon, the groups are restored back in the Message ribbon. If I edit the Message ribbon, the groups are again restored in the Home ribbon.
I've tried resetting the ribbons and start all over again and I also made an Office repair but nothing helps. It looks like editing one of the ribbons toggles back the default in the other ribbon.

I'm going back to Office2019! I resisted going from Office 2007 until going to 2016 about ten years ago as it was. I still use the picture manager. It just doesn't show ISO, and is still pretty clunky, but unbeaten by a wide margin. ;)
I agree with the basic premise (which I noted in a previous post) that Microsoft is trying hard to push users to web-based applications, which gives them more control (control = $$).
But, let's be fair. Microsoft has almost never "handed out software" free; even the "free" upgrades to Windows 10 and 11 required having purchased a Windows license at some point. While there have been a few cases where an application was distributed free for awhile after MS stopped developing and supporting the application (Microsoft Money comes to mind), almost all MS software costs money at some point; the basic Office 365 suite costs $70 per year for individual consumers, if you have an enterprise license uses ask your IT dept just how much your organization is paying each month for Office 365 licenses.
Regarding Outlook specifically: the "new" Outlook is bundled ("free") with Windows 11 but you still need an Office 365 license in order to use it. :-)
That ain't a rumor, that's a fact. Microsoft doesn't want to hand out software anymore, they want to produce software that they run on their servers and that they manage and you pay to use it. They want pretty much everything web based under their control. That's the goal. This desktop software/portal.office.com software straddle they're doing right now is just the beginning. At some point, there will be no more straddle and the way you'll operate is out of a web portal to do all of your computing. Welcome to the new world order. :|
I have a love-hate relationship with Microsoft, while I hate them for their arrogance in assuming that only they know what is best for the user in this case I cannot agree with your assertion that "Outlook365 is ancient, and hasn't had any significant UI improvement in years". I have been using Oulook for nearly 30 years, while admittedly the basic UI has not changed much (maybe becuase it "just works"), but it has always been evolving and there have indeed been many changes and additions (including to the UI); some of them I like and use, others I don't use and disable. Until recent years when the the marketing dept began to take precedence over developers, many of the changes were in response to user feedback.
Nevertheless, the ever-changing ribbon really makes me angry because there is no way to disable it, somebody in marketing obviously clicked on the "Ignore User Feedback" box.
over the last few years there have been persistent rumors that MS ultimately wants to force users of the desktop version of Outlook to move to the web version, which they have more control over.
