How to permanently show Folder pane

Suddenly today my folder pane is hidden by default. I have not changed any settings. I can go to View>Layout>Folder pane>Show and it will pop up but it will disappear if I click anywhere but the folder pane. I need to see the folder pane all the time. How can I change this? (And why did it change itself?)

I couldn't find “Toggle left pane” either. I held "Ctrl" and pressed "-" (minus key) to resize the screen and it showed up.

Tim Scott2's excellent solution needs to be better publicized and available to users.

Thank you!!! My folders kept disappearing even when I clicked on the 3 lines. But I reduced the view to 80% and it appeared. Bit weird, as I'm on a fairly large screen. Either way, thank you.
