When Office 365 tried to send the message to the recipient (outside Office 365), the recipient's email server (or email filtering service) suspected the sender's message is spam.
If the sender can't fix the problem by modifying their message, contact the recipient's email admin and ask them to add your domain name, or the sender's email address, to their list of allowed senders.
Although the sender may be able to alter the message contents to fix this issue, it's likely that only the recipient's email admin can fix this problem. Unfortunately, Office 365 Support is unlikely to be able to help fix these kinds of externally reported errors.

No. All our services are provided directly through microsoft.
We are an E3/E5 MS 365 shop licensed directly through MS for the past 5 years. I checked all of our message analytics and nothing points towards our domain sending out suspect emails to Google and my domain reputation is perfectly fine - not on any blacklists or the like.
Same thing here, as per my finding this is something with MS SPF record, when the email uses their IPV6 address to deliver emails is when it is failing when it uses ipv4 it goes through..
Upon further analysis and setting up DMARC to report issues, I found out our domain seems to have been a target of email spoofing for a while.
I tightened DMARC to reject all spoofed emails hoping google will soon increase our domain reputation.
Meanwhile our domain reputation in google postmaster tools went from low to medium but emails are still getting bounced.
I will give it some more time.
As a support agent for Microsoft 365, this is frustrating as it is 100% on the Google side, but we are expected to fix it.
Have had a few cases, and as others have mentioned all DNS is correct, SPF/DKIM and DMARC in place/Not on ANY Blacklists.
Not sending any bulk emails/ Nothing in email signature that points to any unwanted content.
Additional kick to the face, we used the GOOGLE POSTMASTER TOOLS
https://www.gmail.com/postmaster/
https://www.gmail.com/postmaster/AndAnd it comes back the domain reputation is High , contrary to the Google-Issued NDR which says it's Low.
