Clicking on email notification pop-up won't open the email message

When I receive pop-up email notifications through Outlook, I used to be able to just click on the pop-up and it would open the email message. When I click on the notification now, nothing happens except that the notification goes away. In addition, subsequent emails that come in populate a notification but the notification is the same one that I previously received (for example, if the first email I received upon opening Outlook was from Sender A, I will get a notification from Sender A and clicking on that does not open the email. When I get an email from Sender B, I get another notification but it is the same notification as I received from Sender A; again, clicking on it does nothing except to dismiss the notification). If I instead click "dismiss" on the notification, then the new sender's information on the subsequent notification will be accurate. 

Can this be fixed? How can I again get the email message to appear when I click on the email notification?

    I'm having the same problem. Email opens when I click the notification, but underneath other windows, which renders it useless. Clearly a bug.

    I'm telling you guys, Microsoft doesn't care to fix this issue.  Microsoft is such a joke, they have so many developers they can't get anything done without it taking 6 years.

    The one workaround I found (not from Microsoft but a fellow user) is to set the notification style back to Windows7 compatibility mode.  The popup box is the old style but it works.  It's a registry entry:

    [HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers]

    "C:\Program Files\Microsoft Office\root\Office16\OUTLOOK.EXE"="~ WIN7RTM"

    I'm the original poster. I updated to the most recent version of Windows 10 (I think 1909), which partially fixed my problem. Now when I click on the email notification, it does open the email. However, as WI IT guy indicates, it's buried beneath several other windows most of the time (I can't get it to always appear on top). I'm running Office 365.

    And update here? This has been going in since the 1904 update was applied here. In my case the email opens, but it is typically several windows buried, which for all intents & purposes, is the same.

    Same here. Office 2016, Windows 10 Pro v2004 build 19041.388. Recent update broke it, like in the last few weeks.
