When I receive pop-up email notifications through Outlook, I used to be able to just click on the pop-up and it would open the email message. When I click on the notification now, nothing happens except that the notification goes away. In addition, subsequent emails that come in populate a notification but the notification is the same one that I previously received (for example, if the first email I received upon opening Outlook was from Sender A, I will get a notification from Sender A and clicking on that does not open the email. When I get an email from Sender B, I get another notification but it is the same notification as I received from Sender A; again, clicking on it does nothing except to dismiss the notification). If I instead click "dismiss" on the notification, then the new sender's information on the subsequent notification will be accurate.
Can this be fixed? How can I again get the email message to appear when I click on the email notification?

The envelope shows and if I click on that it will bring my entire mailbox to the front of the screen. That part appears to be working. It's the pop-up notifications that used to open the individual message just received that are no longer working. I tried to look around in my Windows 10 settings but can't find anything relevant.
After messing around with every solution in this page, I finally got mine to act correctly.
I used zx3junglist answer in a different way. I found a regedit entry for:
Computer\HKEY_CLASSES_ROOT\AppUserModelId\Microsoft.Office.OUTLOOK.EXE.15
But I am using Outlook 2016 (should be OUTLOOK.EXE.16, not 15)
I renamed Computer\HKEY_CLASSES_ROOT\AppUserModelId\Microsoft.Office.OUTLOOK.EXE.15
to
Computer\HKEY_CLASSES_ROOT\AppUserModelId\Microsoft.Office.OUTLOOK.EXE.16
and popups work. When I click the popup, I get the email!

This was it. I changed the registry key from .15 to .16 and now the email message opens when clicking the toast. Thanks!
I'm telling you guys, Microsoft doesn't care to fix this issue. Microsoft is such a joke, they have so many developers they can't get anything done without it taking 6 years.
The one workaround I found (not from Microsoft but a fellow user) is to set the notification style back to Windows7 compatibility mode. The popup box is the old style but it works. It's a registry entry:
[HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers]
"C:\Program Files\Microsoft Office\root\Office16\OUTLOOK.EXE"="~ WIN7RTM"
It's amazing that Microsoft wouldn't fix this but that another user in this forum had to figure it out on their own and share for all of us. At what point do we call Microsoft a failure on supporting their products?
