in the "Type here to search" box on the Task Bar type > cmd   >choose run as an administrator.. paste the commands into Command Prompt box.

Hit the enter key on the keyboard after pasting each command line.

cd "C:\Program Files\Common Files\microsoft shared\ClickToRun"

and then

officec2rclient.exe /update user updatetoversion=16.0.12827.20470

UPDATE:

Do nothing, wait.   See:

Microsoft is automatically propagating a fix.....  I am seeing it automatically patch some of my clients i had not fixed yet, that complained earlier..

The issue is being fixed from the service.  Outlook will pick up the change automatically on restart.  Please try restarting periodically until the fix is picked up, https://support.microsoft.com/en-us/office/active-investigation-into-outlook-crashing-on-launch-9c59ad4b-813c-432a-afdc-f14717a4528d?ui=en-us&rs=en-us&ad=us.

If it is an option please use Outlook Web Access until the fix is available.  The Outlook Team said it may take up to four hours for the change to be picked up by Outlook.

This worked for me on my standalone Outlook 2016 install. It shows me at version 16.0.12827.20200 not .20470 btw but that's ok.
