in the "Type here to search" box on the Task Bar type > cmd   >choose run as an administrator.. paste the commands into Command Prompt box.

Hit the enter key on the keyboard after pasting each command line.

cd "C:\Program Files\Common Files\microsoft shared\ClickToRun"

and then

officec2rclient.exe /update user updatetoversion=16.0.12827.20470

UPDATE:

Do nothing, wait.   See:

https://support.microsoft.com/en-us/office/active-investigation-into-outlook-crashing-on-launch-9c59ad4b-813c-432a-afdc-f14717a4528d?ui=en-us&rs=en-us&ad=us

Microsoft is automatically propagating a fix.....  I am seeing it automatically patch some of my clients i had not fixed yet, that complained earlier..

This worked for me (after 2 PC reinstall attempts)

    1. I tried all the steps here first: https://docs.microsoft.com/en-us/exchange/troubleshoot/outlook-crashes/crash-issues

I created my new profile, I ran the problem tool, etc. all of it.

    And nothing

    1. Then I saw one post about going to this file and click on it. I did it but nothing happened (but regardless, I'm sharing my steps):

C/ Program Files / Common Files / Microsoft shared / ClicToRun

    and the file is OfficeC2RClient

    1. After this, I clicked on Windows / Settings / Windows Updates / Updates history

and I saw the updates from today (this issue happened today after a Windows update)

and I saw the last one KB4497165 (I have two others from today, ending in 633 and 483)

In that same window, you'll see at the top "Uninstall updates" and I clicked there and installed the 165 one.

Then I opened Outlook and is working just fine.

(I also created a new profile and everything, just like the first steps that Microsoft support suggests)

    Hope this helps to someone!!

I was able to get around it by running task manager, new task , outlook /safe.  Once it loads close it and then open as normal.  That resolved for user  I was troubleshooting.
