I need to have the CC option on new emails always visible without having to click the button every time. I would like to be able to press TAB after entering recipients and get to the CC field.
I'm on the new version (16.47 for Mac).

Thanks. I was hoping to not have to to any extra clicking to get to the CC field and just hit Tab. I found that I can change the settings to have all new messages appear in a separate window which accomplishes that for me. See photo here:

I think the point here is that it was a really bad design choice. But, and I'll say it again, M$ has no financial reason to change this, so it will not be a priority, so it will probably not change for a long time (if ever). Happy New Year!

With Ventura, i may just move all email to apple mail and be done with office.
It is now December 2022 and your reply is still not useful. MacOS Ventura, Outlook for Mac, still no option to show CC and BCC as default when starting a new email. It has been a year and half and this is still not fixed?
