I Hope you are well. No I don't work for Microsoft but am currently working on an MSTeams project closely with them.
Both Scheduled meetings and Webinars certainly have the 1,000 member capacity limit. I don't know the Version of MS Teams you are running (Free, education, Government (DoD etc) or an m365 licensed version (assuming this one) or if your workplace are perhaps referring to other limits. For example the Education edition of Teams has a member limit of 300 to use assignments in a class team. Also Private "Chats" can only have 250 participants (this increases in July to 1000) but I certainly can confirm for Scheduled meetings and Webinars you can certainly exceed 300.
I think it would be worth directing your workplace techs to the following MS links. The Microsoft Specifications page & Webinar page (checking) they are both up to date and it states. For a scheduled meeting via (Outlook or MSTeams calendar) the capacity is 1,000 People in the meeting. With users 1,001 > 20,000 able to join but as View-Only Participants. This means Attendees who join the meeting first, up to the capacity of the main meeting (1,000), will get the full Teams meeting experience. They can share audio and video, see shared videos, and participate in meeting chat. Attendees who join after the main meeting capacity has been reached (user 1,001+) will have a view-only experience.
Based off what your workplace have said, and I am assuming you are using an M365 licensed edition and not education, GCC, GCCH, DoD or the free edition of MSTeams, I would recommend performing a check of the version of MSTeams you currently have running.
To do this: In the MSTeams app in the top right by your profile picture should be 3dots (...) you can click About > version. Via the 3dots you can also click the "check of updates" perhaps check you are on the latest version. Depending on your deployment this could be managed by your workplace admins. To provide an example I am on version "1.4.00.16575" and have reached just shy of 800 participants on a scheduled meeting with this version.

Do you work for microsoft ? I've been told by my workplace that scheduled meetings are 300 and webinars are 1000. With webinars you can have up to 300 people presenting and after that they become read only.

Just a couple of posts up I added the following which can hopefully help answer your question. Microsoft made changes to the number so it has increased from 250 to 1,000 for scheduled meetings. So for your scenario (300-400 participants), as long as you configure it as a scheduled meeting and invite people (Outlook or MS Teams Calendar) then you will be more than fine.
